for not having the colors for “Epic Idea”, entered to run in the third race at Laurel Park on August 1, 2019, after receiving a warning on (07/11/2019 ) for the same offense.
THIS IS A VIOLATION OF: [COMAR 09.10.01.09] which states in part……
“It shall be the sole responsibility of the trainer to see that his or her owner’s colors are in the
jockey’s quarters to be used for his or her respective entries, failure to do so, the trainer will be subject to fine”.

August 3, 2018 - Laurel Park
#19-087 Trainer, Claudio Gonzalez, is fined Six Hundred dollars ($600.00) for having three unlicensed individuals in his employment.

August 3, 2019 - Laurel Park
#19-088 In the sixth race, at Laurel Park on August 2, 2019, horse #4 “Goiaba”, ridden by jockey Trevor McCarthy, was disqualified
from first position and placed fifth. After turning for home #4 “Goiaba”, swung out, into the path of #6 “Quick Witted” ridden by jockey Victor Carrasco, forcing him to take up sharply to avoid clipping heels.
[Violation under COMAR 09.10.01.50, A (1) b & e, which states in pertinent parts: “A horse may not: (b) Cross or weave in front of another horse without sufficient clearance, or (e) Impede another horse.]

#19-091 Trainer, Kristy Gazzier, is fined twenty-five dollars ($25.00)
for not having the colors for
Lights On”, entered to run in the eighth race at Laurel Park on August 9, 2019, after receiving a
warning on (07/04/2019 ) for the same offense.
THIS IS A VIOLATION OF: [COMAR 09.10.01.09] which states in part……
“It shall be the sole responsibility of the trainer to see that his or her owner’s colors are in the
jockey’s quarters to be used for his or her respective entries, failure to do so, the trainer will be subject to fine”.

#19-092 Trainer, Noah Abramson is fined twenty-five dollars ($25.00)
for not having the colors for
Dear Charlotte”, entered to run in the fourth race at Laurel Park on August 10, 2019, after receiving a
warning on (08/03/2019 ) for the same offense.
THIS IS A VIOLATION OF: [COMAR 09.10.01.09] which states in part……
“It shall be the sole responsibility of the trainer to see that his or her owner’s colors are in the
jockey’s quarters to be used for his or her respective entries, failure to do so, the trainer will be subject to fine”.

August 11, 2018 - Laurel Park
#19-093 Exercise rider, Oscar Mancilla, is fined Fifty dollars ($50.00)
for galloping without a safety vest.

August 25, 2019 - Timonium Race Track
#19-094 In the fourth race, at Timonium Race Track on August 23, 2019, horse #6 “Parched Ghost”, ridden by apprentice jockey Keimar Trotman was disqualified
from first position and placed sixth. Shortly after the break #6 “Parched Ghost “comes over into the path of #4 “Towson”, pushing him in the path of #3 “Princess A’go Go" and #1 "Perfect Exchange” forcing all 3 horses to steady. Jockey Trotman straightened the horse up but then came over again, forcing #1 “Perfect Exchange” to take up sharply.
[Violation under COMAR 09.10.01.50, A (1) b & e, which states in pertinent parts: “A horse may not: (b) Cross or weave in front of another horse without sufficient clearance, or (e) Impede another horse.]

, August 30,31 & September 1, 2019, for riding the horse “Parched Ghost” in a careless manner in the fourth race at Timonium Race Track on August 23, 2019, thereby causing the disqualification of “Parched Ghost” from first to sixth position.

#19-096 In the matter of Apprentice Jockey, Keimar Trotman, subject of Stewards’ Ruling #19-095, dated August 25, 2019.

Jockey Trotman, having filed an appeal with the Maryland Racing Commission of the suspension issued to him by the Stewards in Ruling #19-096, said suspension is hereby stayed pending a Commission hearing on this appeal.

BY ORDER OF THE STEWARDS

August 30, 2019 - Timonium Race Track
#19-097 On July 8, 2019, the Stewards received notice from Truesdail Laboratories, Inc. that blood sample #30045, dated June 23, 2019, contained the drugs dexamethasone at 62+-17pg/ml which is in excess of the accepted threshold level of 5pg/ml established by the MRC. See COMAR 09.10.03.01. The Stewards established that blood sample #30045 was taken from the horse “Cold Sweat”, owned by Bird Mobberly LLC and trained by John Salzman, Jr., following the running of the third race at Laurel Park on June 23, 2019. The Stewards notified Mr. Salzman that: (1) the presence of dexamethasone at this level in the system of “Cold Sweat” at the time the horse ran constituted a violation under COMAR 09.10.03.04 Drug Prohibition - Horses; (2) he had the right to have the split sample tested by an independent laboratory prior to the Stewards conducting a hearing in this matter; and (3) he had the right to be represented by counsel at the hearing.

Mr. Salzman exercised his right to the split sample testing. (COMAR 09.10.03.09 H 1, 2, & 3)

Upon receiving conformation from Industrial Laboratories that dexamethasone present in sample #30045 dated June 23, 2019, at a quantity level of 33.5 pg/ml., The Stewards held a hearing on this matter August 30, 2019, wherein Mr. Salzman waived his right to legal counsel

Based upon the evidence before them, the Stewards find the following:

  1. Cold Sweat” did carry an overage of dexamethasone, in its system when it finished first in the third race at Laurel Park on June 23, 2019, a violation under COMAR 09.10.03.04,C;
  2. John Salzman, Jr., as trainer, was the absolute insurer of, and responsible for, the condition of “Cold Sweat” at the time the horse ran (Sections D & F);
  3. This was Mr. Salzmans’ second dexamethasone overage this year.
  4. A horse found to have carried a drug in its body during a race may be disqualified and the purse monies earned by that horse redistributed and
  5. An individual found to have violated these Regulations may be subject to a fine issued by the Stewards of up to $2,500 and a suspension of any license issued by the Maryland Racing Commission of up to 360 days. COMAR 09.10.03.02, Section A.

Based upon the foregoing, the Stewards hereby order that:

  1. Trainer John Salzman, Jr., be fined in the amount of One Thousand dollars ($1,000.).
  2. The horse “Cold Sweat”, be disqualified from the third race on June 23, 2019 at Laurel Park. (3) The Horsemen’s Bookkeeper redistribute all purse monies for that race in accordance
    with the following order:
