Notice of Final Action
On July 17, 2018, the Board of Master Electricians adopted new Regulations .01—.03 under a new chapter, COMAR 09.17.03 Fees. This action was taken at a public meeting of the Board held on July 17, 2018, pursuant to General Provisions Article, §3-302(c), Annotated Code of Maryland. This action, which was proposed for adoption in 45:11 Md. R. 587—588 (May 25, 2018), has been adopted as proposed.
Effective Date: August 27, 2018.
Mechanical Licensing Boards
This chapter is intended to carry out the provisions of Business Occupations and Professions Article, Title 12, Annotated Code of Maryland, and Business Regulation Article, §§2-106.9 and 2-106.10, Annotated Code of Maryland. In particular, it is intended to set various fees in order to cover the actual documented direct and indirect costs of fulfilling the statutory and regulatory duties of the State Board of Master Electricians, the State Board of Stationary Engineers, the State Board of Plumbing, and the State Board of Heating, Ventilation, Air-Conditioning, and Refrigeration Contractors.
A. In this chapter, the following terms have the meanings indicated.
B. Terms Defined.
(1) “Board” means the State Board of Stationary Engineers.
(2) “License fee” means the fee paid by an applicant or licensee, as applicable, in connection with the issuance and renewal of a license and the issuance of a limited license and a reciprocal license.
(3) “Mechanical boards” means collectively the:
(a) State Board of Master Electricians;
(b) State Board of Stationary Engineers;
(c) State Board of Plumbing; and
(d) State Board of Heating, Ventilation, Air-Conditioning, and Refrigeration Contractors.
(4) “Secretary” means the Secretary of Labor, Licensing, and Regulation.
.03 Fees and Costs.
A. The Secretary and the mechanical boards have agreed to average their direct and indirect costs, based on the calculation of costs performed by the Secretary in consultation with the mechanical boards. Based on these calculations, the Board sets the following fees:
(1) Original and Renewal License:
(a) Grade 1 — $65;
(b) Grade 2 — $50;
(c) Grade 3 — $50;
(d) Grade 4 — $35; and
(e) Grade 5 — $35.
(2) Application — $25.
(3) Reinstatement — $100.
B. An applicant for an examination or reexamination shall pay an examination or reexamination fee directly to the testing service chosen by the Board to develop or administer the examination, as such fees are established by the testing service selected by the Board.
