Employers and Third Party Agents - Testing has begun for Wage File Submission - Unemployment Insurance

Under the leadership of Governor Hogan and Secretary Robinson, the Maryland Department of Labor’s Division of Unemployment Insurance has undertaken a large-scale modernization of our unemployment insurance system. We will implement the new system, called the Reemployment BEACON, in the first half of 2020. This new system will provide better and faster service to our customers and utilize the most modern data security protocols available. We are updating all parts of the system, including unemployment insurance claims and benefits, tax collections, and claims adjudication and appeals. This will impact how you interact with the system, including the filing of wage reports.

Employers and third-party agents can now submit test wage files to ensure those files are correctly formatted to be processed in the new system.

The Reemployment BEACON system will accept four formats for file uploading:

  • CSV
  • XML
  • ICESA
  • EFW2

The new system will not accept the 34-character or 80-character file formats.

To assist you, technical instructions and sample files can be found on the project website.

To begin testing, please e-mail dluim-wagetest-dllr@maryland.gov with the following information:

  • Indicate if you are an employer or agent
  • Business Name
  • Contact Person Name (First and Last)
  • Contact Person E-mail
  • Contact Person Phone Number (optional)
  • FEIN
  • If a Maryland employer, please include your Maryland UI Account Number
  • If an agent, please indicate if you have previously submitted wage files via FTP

For Software Development Companies
If you are a software development company that makes UI tax software but are not a Maryland employer or agent, you may also test your file formats in the new system. Please write to dluim-wagetest-dllr@maryland.gov indicating you are a software development company. A staff member will work with you to enable your testing.
