RULINGS:
#24-003 In the matter of, Douglas LaFrance, subject of Stewards Ruling #17-203, dated December 18, 2017.

On January 12, 2024, Douglas LaFrance appeared before the Stewards for consideration of reinstatement to good standing. Mr. LaFrance provided a completion letter from the Bulter Hospital Alcohol and Drug Program. The Stewards spoke to program director and she verified all the information needed. In their evaluation they indicate that Mr. LaFrance is presently drug free and not a detriment to the best interests of racing. She recommended that he be reinstated to good standing and permitted to return to work subject to the following stipulation:

That at the Stewards discretion he submits to drug testing by the HCP Coordinator, the Stewards, or their designated representative. [COMAR 09.10.03.05.]

In light of the above, the Stewards hereby order that Douglas LaFrance be reinstated to good standing subject to the above-stated stipulation.

However, Mr. Karamanos has requested January 20, 2024 as a designated day and can ride the Stakes on said day. He will add January 30, 2024 to make up the designated day.
