Maryland Labor Secretary Announces Dayne Freeman as the Assistant Secretary for the Division of Unemployment Insurance

Dayne Freeman, Assistant Secretary, Division of Unemployment InsuranceBALTIMORE, MD (September 6, 2016) – Under the leadership of Governor Larry Hogan, Secretary Kelly M. Schulz today announced Dayne Freeman as the new Assistant Secretary for the Division of Unemployment Insurance within the Maryland Department of Labor, Licensing and Regulation (DLLR). Ms. Freeman brings more than two decades of experience spanning all business sectors including corporate, operations, finance, and legal counsel, to the position.

"Dayne Freeman is an authentic and highly qualified leader who brings a solution focused, common-sense approach to Maryland's Division of Unemployment Insurance, along with demonstrated skills in management, business development, negotiations, strategic and business planning," said Maryland Labor Secretary, Kelly M. Schulz. “I have every confidence that her innovative ideas and proven ability to lead will be an asset as we work together to change Maryland for the better.”

Since 2012, Ms. Freeman served as the Director of the Office of Unemployment Insurance Administration for the Louisiana Workforce Commission where she successfully administered the operations of Louisiana's $36 million unemployment insurance federal program for the Commission.

During her tenure, Ms. Freeman exceeded every USDOL quality and timeliness compliance measure and turned most aspects of the Louisiana unemployment insurance program from either “worst to first” or to top third in the nation.

In addition, Ms. Freeman pioneered web-based wage and tax reporting that resulted in an improved business climate, and an enhanced level of customer service. She also spearheaded the Agency’s multi-phase modernization effort to a replace legacy mainframe system with a fully integrated, real time, web-based system.

Ms. Freeman has a law degree from the LSU Paul M. Hebert School of Law and an MBA in General Business Administration from Harvard Business School.
