Maryland State Athletic Commission Meeting Minutes September 2026

On Wednesday, September 16, 2026 the Maryland State Athletic Commission meeting was called to order by Chairman David Norman at 3:01 p.m. Present were the following: Chairman David Norman, Commissioner James Wilkins, Commissioner James “Binky” Jones, Commissioner Dr. Kristi Hall, Counsel Matthew Venuti, Assistant Attorney General, and Andrew Friel, Director of Government Affairs, Jason Curtis, Administrative Specialist, and Olga Escobar, Administrative Officer, Commissioner Carl Wilson was absent. Members of the public, Eric Irizarry, and Dave Braslow observed. This was a virtual meeting with Commission members, Commission staff, and the public using the Google Meets platform. The meeting was recorded.
Approval of Commission Minutes
Minutes were discussed from the meeting of August 19, 2026. Commissioner Wilkins made a motion to approve the minutes and seconded by Commissioner Jones. The minutes were unanimously approved without amendment.
Chairman's Report
Chairman Dave Norman explained to the Commission that in the absence of an Executive Director that Olga Escobar would be taking over in the interim process. He then stated to the Commission that Marshall Kauffman of Kings Promotions was interviewed by Commissioner Wilson for the renewal of his Promoters License. After discussion a motion to approve the renewal of his license was made by Commissioner Wilkins and seconded by Commissioner Jones. The motion was unanimously approved by the Commission.

A motion to approve the upcoming Skyy Myles Promotions boxing event on September 19th was made by Commissioner Wilkins and seconded by Commissioner Hall. The motion was unanimously approved by the Commission
A motion to approve the upcoming ACW wrestling events on September 25th, October 9th, and October 16th was made by Commissioner Wilkins and seconded by Commissioner Jones. The motion was unanimously approved by the Commission.
A motion to approve the upcoming Ponytail Promotions boxing event on September 26th was made by Commissioner Wilkins and seconded by Commissioner Jones. The Motion was unanimously approved by the Commission.
A motion to approve the upcoming Micro Wrestling Federation wrestling event on October 8th was made by Commissioner Wilkins and seconded by Commissioner Hall. The motion was unanimously approved by the Commission.
A motion to approve the upcoming FWA wrestling events on October 9th, October 10th, October 10th, and October 11th was made by Commissioner Wilkins and seconded by Commissioner Hall. The motion was unanimously approved by the Commission.
A motion to approve the upcoming AWA wrestling event on October 17th was made by Commissioner Wilkins and seconded by Commissioner Hall. The motion was unanimously approved by the Commission.
New Business
Council Matt Venuti stated to the Commission that the final amendments for COMAR 09.14.04 “Safety and Health Standards for Contestants” to increase the validity of medicals for blood tests and ophthalmological exams from 30 days to 90 days had gone through without any public comments and was subject to approval from the Commission. After discussion, a motion to approve the final amendment was made by Commissioner Wilkins and seconded by Commissioner Hall. The motion was unanimously approved by the Commission.

Adjournment
Chairman Dave Norman called for a motion for adjournment at roughly 3:17 p.m. Commissioner Wilkins moved to adjourn the meeting. Commissioner Jones seconded the motion, which was unanimously approved by the Commission.
