Called to Order

Carmen Sneed, Chair, called the business meeting of the Board of Certified Interior Designers to order at 1:31 pm.

Approval of Minutes

Motion (I) was made by Ms. Berardo, seconded by Ms. Glenn, and unanimously carried by the Board to approve the October 14, 2025, business meeting minutes with no corrections.

Complaint Committee Report – None

Outreach Committee

Ms. Berardo reported that she and Ms. Sneed attended the 7th Annual B’more Design Expo on Thursday, November 6, 2025, at the Renaissance Baltimore Harborplace Hotel, which was organized by the Maryland Coalition for Certified Interior Designers (MDCID). She also acknowledged the presence of Mr. Thomas at the event.
They were engaged in a discussion with Ms. Cole and Ms. Gitt of the Maryland Coalition of Interior Designers, as well as several legislators who expressed interest in discussing the drafting of legislation regarding the practice of interior design in the state. They welcomed these proposals and discussed the possibility of researching and connecting with other states that possess practice acts to facilitate a more comprehensive discussion.

Ms. Sneed presented to the Board a copy of the brochure for interior designers outlining the benefits of Maryland certification and the application requirements. They distributed these brochures at the B’More Expo and received positive feedback. They have about 100 copies available for future outreach events.
Ms. Berardo stated that the next step is to expand the outreach program by connecting with the other design boards in Maryland, Virginia, and the District of Columbia to learn about their initiatives. The CID committee will begin the outreach to schools, specifically aiming to collaborate with Morgan State University School of Architecture and Planning through Ms. Frasier, who has an established connection with that university.

Ms. Berardo and Ms. Sneed recently attended an AIA Maryland event at Montgomery College. Ms. Berardo encouraged all members to attend the future outreach events to effectively represent the Board’s perspectives.
Ms. Sneed and Ms. McCollum will reconnect about the school list.

Executive Director’s Report

Mr. Thomas commented that he concurred that the 7th Annual B’more Design Expo, held on November 6, 2025, was well attended, and he appreciated the brochure the committee had created.
He reminded Board members that the Maryland State Ethics Commission filing period for 2025 is now open. He explained that it is the Board’s responsibility to file an annual disclosure which ascertains possible conflicts of interest while serving on state boards. He encouraged the Board to file it at their earliest convenience and to contact him should they need assistance with the process.

CID Newsletter

Mr. Thomas reminded Ms. Sneed to submit the MD-CID’s 7th Annual B’More Expo recap for the MD-CID Board’s newsletter updates on the website. Ms. Sneed agreed.

CIDQ Model Law Task Force

Mr. Daly reported that the Model Law and Regulation Task Force has completed its work since the last NCARB (National Council for Architectural Registration Board) meeting. The draft has been finalized, and they will convene later to initiate the comment period. They will review the annual schedule, aiming for full completion and ratification at the NCARB national meeting. By the end of 2026, the necessary documentation of the transition from a Title Act to a Practice Act can be anticipated.

This will serve as the framework and standard Practice Act template for all states. The CIDQ (Certified Interior Designers Qualification) will be the Board’s resource to assist in populating the necessary details. The CID Board members will review Maryland's existing legislation and determine the optimal approach to completing the Model Law. The Maryland Board can strategize the lobbying efforts and legislative initiatives, drawing upon the experiences of other states that have transitioned from title acts or existing laws to practice acts.

There being no further business to discuss, Motion (II) was made by Ms. Sneed, seconded by Ms. McCollum, and unanimously carried by the Board to adjourn the meeting at 2:28 p.m. The next Board Meeting is scheduled for Tuesday, April 14, 2026, at 1:30 pm.
