Ms. Meyers announced the departure of Ms. Cynthia Berardo, a CID Board member whose term concluded on June 30, 2026, as well as Mr. Zevi Thomas, who served as Executive Director for the Design Board and the Bay Pilots. Ms. Meyers expressed her sincere appreciation for their dedicated service and significant contributions to the CID Board and wished them both well in their future endeavors.
Introduction of New Board Members
Ms. Sneed introduced and welcomed the new CID Board members, Ms. Ashley Kirkland and Caitlin Molly Johnson. Ms. Kirkland, who has practiced interior design since 2007 and owns a D.C.- based firm, Alexis Teal Design Company, expressed her enthusiasm for serving on the Board.
Ms. Johnson introduced herself and stated that she moved to the D.C. area approximately 10 years ago. Her professional background includes experience at both large-scale firms and regional practices. She currently works at HBA, an integrated architecture and design firm, where she specializes in commercial workplace design.
Approval of Minutes
Motion (I) was made by Ms. Frasier, seconded by Ms. Glenn, and unanimously carried by the Board to approve the April 14, 2026, business meeting minutes with no corrections.
Committee Reports
Complaint Committee Report – None
Outreach Committee
Ms. Sneed reported that the Outreach Committee previously discussed connecting with the International Interior Design Association (IIDA) to develop programs that engage students before the college level. She noted that the committee is actively researching similar initiatives in other jurisdictions and has contacted Kayla Karp at CIDQ for additional information. The Outreach Committee is currently awaiting a response.
Regarding the IIDA outreach, the committee attempted to connect with three individuals leading up to June 30th; however, there has been no response from the Mid-Atlantic chapter. This item will remain on the agenda for future meetings. In the meantime, the committee is continuing the outreach toward university-level programs. Ms. Sneed will reach out to Ms. Frasier to discuss further collaboration with the American Society of Interior Designers (ASID).
Ms. Sneed recently spoke with Mandy Gitt and Lisa Cole, representatives of the MD Coalition for Interior Designers, who inquired about the Board's interest in contributing to the event. Additionally, the committee has completed the outreach at Morgan State and will continue working through the list developed by Ms. McCollum. The Outreach Committee will continue to follow this cycle to prepare and prioritize for the upcoming fall outreach initiatives.
Ms. Johnson mentioned that she has contacts within the IIDA Mid-Atlantic chapter who actively promote state board registration. She offered to share those contacts to foster future collaboration, as their members are highly focused on advocating for state licensure and professional terminology.

Old Business
CIDQ Model Law Task Force
Mr. Daly reported that the model law and regulations have been finalized and are currently under review by multiple jurisdictions. Following feedback from seven or eight states, the committee is incorporating minor revisions with the assistance of CIDQ attorneys. The final package is expected to be voted on by the national body in November this year, after which it will be distributed to state boards to provide guidance for future legislative efforts.
Ms. Kirkland shared that she previously served on the CIDQ board, so she has firsthand experience with the development of Model Law and how far the process has come since 2024.
New Business
New Committee Members
With Ms. Kirkland and Ms. Johnson as two new Board members, Ms. Sneed noted that because the Outreach Committee is currently very active, she invited the new members to consider where they might lend their support. She emphasized the need for additional assistance within the committee, particularly with upcoming projects involving the Maryland Coalition for Interior Designers.
Ms. Glenn expressed her interest in being a part of the committee and asked for a copy of the guidelines for her reference. Ms. Sneed stated that she would check and provide her with a copy.
Ms. McCollum also requested the list of current committee assignments and potential volunteers for the transition between committees for the upcoming year. Additionally, she asked for further guidance regarding the quorum requirements for board members attending public events, to ensure clear understanding of the rules to avoid any issues when multiple members participate in professional outreach or industry events.
Mr. Venuti advised the Board that per the Maryland Open Meetings Act, the purpose of the law is to ensure transparency and public access to the deliberations of public boards conducting state business. Since the Board consists of seven members, the quorum is four; therefore, committees must be limited to three or fewer members. Similarly, when attending public events, it is important to limit attendance to three or fewer board members to avoid inadvertently violating the Act.
Regarding committee assignments, Mr. Venuti suggested that administrative staff circulate a list of committee members. The Board will review the list and reply directly via email to indicate which committee they would like to join. These assignments will be finalized at the next board meeting.
Ms. Johnson commented that in the April 14, 2026 meeting minutes, some of the information in the Maryland Outreach Committee brochure appears to be conflicting between the architectural and interior design professions.
Ms. Sneed clarified that these statements were sourced directly from the Architects Board website. The committee should review the original documents to verify their origin, as they were pulled from existing materials. As requested by Ms. Sneed, Mr. Venuti agreed to investigate the matter, as he was on leave during the April 14th meeting.
CIDQ Annual Meeting 2026
Ms. Glenn noticed that she is one of five names on the list of funded delegates to the CIDQ Annual Meeting on November 12–16, 2026, in Atlanta, Georgia, and asked about the expectations of being a delegate.
Ms. Sneed explained that, in the past, the Board Chair served as the designated delegate whenever State funding permitted, with an alternate delegate appointed if the Chair was unavailable. Mr. Venuti mentioned that attendance is entirely optional. He believes the trip is being funded for a new member attending for the first time, with expenses covered by CIDQ. Ms. Sneed will coordinate with Ms. Meyers to clarify this matter and get back to Board members with the list of delegates. Ms. Kirkland confirmed that she would be attending the Annual Meeting.
