Notice of Consolidated *In Person* Hearing - Prevailing Wage

PLEASE TAKE NOTICE that a consolidated hearing shall be held at the date, time, and location listed below to take evidence concerning the following verified petitions for review of rates determined by the Commissioner of Labor & Industry under §17-209 of the Maryland State Finance & Procurement Article, as provided by  §17-211 of that  Article:

(1) No. 25-01: Petition for review of the Philadelphia/Baltimore/Washington Laborers’ District Council, affiliated with the Laborer’s International Union of North America, AFL-CIO (“PBWLDC”) of the Laborer (Group I) rate in the Highway category for Calvert, Charles, Carroll, Howard and St. Mary’s Counties and the Laborer (Group II) in the Highway category for Calvert, Harford and Prince George’s Counties; and

(2) No. 25-02: Petition for review of the International Union of Operating Engineers, Local 37, AFL-CIO (“Local 37”) of certain Power Equipment Operator classifications in the Highway category (Paver, Milling Machine, and Asphalt Roller) in Anne Arundel, Baltimore, Harford and Howard Counties and Baltimore City. 

Pursuant to §17-211(d)(2), the Commissioner will be holding a hearing to take evidence addressing both petitions as follows: 

Date: Monday, January 12, 2026

Location: In person at the Division of Labor and Industry Offices, 10946 Golden West Drive, Hunt Valley, Maryland 21031

Time: The hearing on the Local 37 petition will begin at 9:30 a.m. and the hearing on the PBWLDC petition will begin at 10:30 a.m.   The hearing will continue day to day until completed.

The rules of procedure for the hearing can be found at COMAR 21.11.11.07. At the hearing, the Prevailing Wage Unit will introduce information that formed the basis for the wage determination.  Any interested party may introduce other evidence that it feels is material to the wage determination.
