MOSH Compliance Unit
A major component of the MOSH program, the Compliance unit is the enforcement arm of MOSH. The Compliance unit is responsible for ensuring that employers meet their duty under the MOSH Act to provide a safe and healthful workplace for employees. The Compliance unit is managed from its headquarters in Hunt Valley and maintains regional offices in Easton and Hagerstown. We have partnered with The Maryland Emergency Management Agency's (MEMA) Maryland Joint Operations Center (MJOC) to take our emergency calls (1-888-257-6674) involving fatalities and Imminent danger situations. This helps ensure that our Compliance staff is available around the clock to respond appropriately to emergency situations.
The first inspection priority is the investigation of a fatality or catastrophe. Employers are required to report these accidents to MOSH within 8 hours. The next priority is serious accidents and valid employee complaints, followed by targeted industry inspections of high hazard industries, and finally, general schedule inspections.
Violations may result in the imposition of civil penalties for serious hazards. When warranted, cases are referred to the State's Attorney for possible criminal prosecution.

Info: On July 1, 2025 the Maryland Occupational Safety and Health Unit (“MOSH”) received an application for a variance from four occupational safety and health standards submitted by Kiewit-Shea Tunnel Constructors. The application is for a permanent variance from the standards found at 29 CFR 1926.803(e)(5), 1926.803(f)(1), 1926.803(g)(1)(iii) and 1926.803(g)(1)(xvii) and is sought in connection with tunnel excavation work to be performed during construction of the Frederick Douglass Tunnel Project in Baltimore, Maryland.
MOSH shall review the application under the Labor and Employment Article, Annotated, Section 5-318 et. seq. and COMAR 09.12.20.17.
