RCR 26-001 February 9, 2026
Trainer Darren Ferrell was the trainer of record on horse TORRONE HANOVER in the 4th race on January 22nd, 2026 at Rosecroft Raceway. Post-race analysis of urine sample #E722470 taken from TORRONE HANOVER identified the presence of O-desmethyltramadol (active metabolite of tramadol). As a result, Mr. Ferrell is fined $1,500.00 and shall return all purse monies. Additionally, TORRONE HANOVER is disqualified, finishing first and shall be placed seventh. Mitigating factors were considered in the determination of this penalty. All purse monies must be returned within 72 hours of this issuance, and all fines are due within ten (10) days of the ruling. COMAR: 09.10.03.04.B. Four Multiple Medication Violation (MMV) points assessed.

Trainer Ronald Short is fined $100.00 for making a late driver change on the February 9th, 2026 racing program at Rosecroft Raceway. All fines are due within ten (10) days of the ruling; failure to pay will result in the suspension of the Maryland Racing Commission licensee until payment is received. COMAR: 09.10.02.41C.

Trainer Philip Kozak is fined $100.00 for making a late driver change on the February 12th, 2026 racing program at Rosecroft Raceway. All fines are due within ten (10) days of the ruling; failure to pay will result in the suspension of the Maryland Racing Commission licensee until payment is received. COMAR: 09.10.02.41C.

Trainer Joseph Eisenhower Sr. is fined $100.00 for making a late driver change on the February 16th, 2026 racing program at Rosecroft Raceway. All fines are due within ten (10) days of the ruling; failure to pay will result in the suspension of the Maryland Racing Commission licensee until payment is received. COMAR: 09.10.02.41C)
RCR 26-005 February 19, 2026
On February 12th, 2026, Maryland Racing Commission personnel conducted investigative searches of barns and trucks/trailers at Rosecroft Raceway. During these searches, a cattle prod was discovered and confiscated from the truck of trainer Cole Olsen. Consequently, Mr. Olsen shall be issued a 90-day full suspension from February 20th, 2026, through and including May 20th, 2026. During this suspension, both Mr. Olsen and all horses owned and/or trained by him are prohibited from entering any grounds under the jurisdiction of the Maryland Racing Commission. Driver Mark Gray is fined $100.00 for one-handed whipping after the ¾ pole and in the stretch while driving SWEET PIRATEGIRL in the 5th race at Rosecroft Raceway. Trainer Timmy Offutt was the trainer of record on horse FREDERICKTOWN LAD in the 5th race on February 9th, 2026 at Rosecroft Raceway. Post-race analysis of blood sample #E680222 taken from FREDERICKTOWN LAD identified the presence of dexamethasone at a concentration of 20.8 pg/mL ± 0.74 pg/mL. The regulatory threshold for this controlled therapeutic medication is 5 pg/mL. As a result, Mr. Offutt shall be fined $500.00 and must return all purse monies. Additionally, FREDERICKTOWN LAD is disqualified, finishing 2nd and placed 9th; and there shall be a purse redistribution. All purse monies must be returned within 72 hours of this issuance, and all fines are due within ten (10) days of the ruling. Post-race analysis of blood sample #E722328 taken from SEW MUCH SWAG identified the presence of flunixin at a concentration of 9.37 ng/mL ± 0.57 ng/mL. The regulatory threshold for this controlled therapeutic medication is 5 ng/mL. This was identified by Industrial Laboratories, the primary laboratory of the Maryland Racing Commission. At Mr. Guertin’s request, a split sample was sent to University of California, Davis for confirmatory analysis. University of California, Davis also identified flunixin in the sample at a concentration of 8.6 ng/mL ± 0.7 ng/mL, which still exceeds the regulatory threshold of 5 ng/mL. As a result, Mr. Guertin shall be fined $500.00 and must return all purse monies. Additionally, SEW MUCH SWAG is disqualified, finishing 1st and placed 8th; and there shall be a purse redistribution. All purse monies must be returned within 72 hours of this issuance, and all fines are due within ten (10) days of the ruling. The regulatory threshold for this controlled therapeutic medication is 5 ng/mL. This was identified by Industrial Laboratories, the primary laboratory of the Maryland Racing Commission. At Mr. Guertin’s request, a split sample was sent to University of California, Davis for confirmatory analysis. University of California, Davis also identified flunixin in the sample at a concentration of 9.8 ng/mL ± 0.7 ng/mL, which exceeds the regulatory threshold of 5 ng/mL.
