Maryland Lighthouse Industries Upskilling and Reskilling Program - Workforce Development & Adult Learning

Overview

To support Maryland workers and help employers meet critical hiring needs, MD Labor launched the Maryland Lighthouse Industries Upskilling and Reskilling Program. This $1 million competitive grant opportunity is designed to strengthen transferable and emerging technology skills in industries essential to the state’s economic growth, including life sciences, technology, aerospace and defense, and manufacturing. Applicants may apply for up to $200,000 to support the upskilling and reskilling of jobseekers or incumbent workers, and must partner with at least three employers to ensure training programs are aligned with real-world workforce needs.

Pre-proposal conference: February 26, 2026, 11 a.m.

Deadline to submit questions: April 10, 2026

Solicitation deadline: April 24, 2026, 11:59 p.m.

All proposals must be submitted to brittney.hansen@maryland.gov by April 24, 2026 at 11:59 p.m. Proposals received after the closing date and time will not be considered.
