Call to Order

Mr. Tony Salazar, Commissioner and Chair called the meeting to order at 2:04 p.m. and a quorum was established.

Acknowledgements

Mr. Salazar stated that the notice of the July 14 2026 meeting was: (i) posted on the Dept. of Labor/Board website on June 23, 2026; and (ii) published in the Maryland Register on June 12, 2026. Additionally, Mr. Salazar stated the agenda for the July 14, 2026, meeting was posted on the Dept. of Labor/Board website on July 1, 2026.

Approval of Minutes

Mr. Salazar noted the minutes for the June 9, 2026 Board meeting had previously been circulated for review and asked for questions or comments. On. Ms. Rezvani’s motion, with a second from Ms. Holland, the Board unanimously approved the June 9, 2026, minutes.

Recognition of Public Members and Comments

There were no members of the public present.

Licensing Unit Report

Ms. Monyette Johnson provided the Licensing Unit Report.

Pending Applications:

Ms. Johnson advised the Board that the Licensing Unit had reviewed nine (9) pending applications with all the supporting materials and determined that these applicants met the requirements for licensure. Accordingly, Ms. Johnson recommended that the Board grant a collection agency license to the following entities:

  1. Global Credit Network (NMLS ID 1657516)
  2. Reliable Property Management Inc. (NMLS ID 2842200)
  3. Ados Capital LLC (NMLS ID 2838085)
  4. Community Association Legal Services LLC (NMLS ID 2509304)
  5. Healthcare Finance Direct LLC (NMLS ID 2529645)
  6. Finmkt Inc. (NMLS ID 1786582)
  7. Management Location Services Inc. (NMLS ID 2767475)
  8. Oregon Community Credit Union (NMLS ID 403502)
  9. PMC Maryland Management LLC (NMLS ID 2822676)

On Mr. Friedman’s motion, with a second from Ms. Rezvani’s, the Board voted unanimously to issue a license to the nine recommended applicants.

Surrender Licenses:

There was one (1) collection agency license who surrendered in the past 30 days.

Changes in Control:

Ms. Johnson reported that there were five (5) changes in control approvals in the past 30 days.

The total number of Collection Agency licenses as of July 1, 2026, is 1033.

Consumer Response Unit Report

In Ms. Lewis’ absence, Ms. Daugherty advised the Board that the Consumer Services Unit circulated its current report for Fiscal Year 2026 showing that as of 6/30/2026, 194 complaints have been received, 128 are open and 66 were closed.

Enforcement Unit Report

Ms. Allen advised the Board that there are twelve (12) current/on-going collection agency cases in a pre-charge status.

Legislative Update

Ms. Hennen advised the Board that the final recommendation report has been submitted to the Governor’s office and most recommendations in reference to SCALB were considered and included.

Federal Activities

Medical Debt Bill Implementation

There were no new updates to report and Mr. Salazar indicated that this item would be removed from regular inclusion in future agendas to only be added as circumstances warranted. Ms. Rezvani asked if there was anyone at OFR who can speak on the topic of Medical Debt to Maryland consumers, and Ms. Hennen responded that she would follow up with her.

CFPB

Mr. Charland advised the Board that the CFPB is updating their Consumer Complaint Portal. He explained that one change was that consumers would have to exhaust the filing rights in their state financial regulator’s office prior to submitting a complaint through the CFPB. Also, third parties would now have to identify themselves when filing a consumer complaint.

FTC

There were no new updates to report.

NACARA Update

There were no new updates to report.

MD Licensing Workgroup Update

Ms. Hyland advised the Board that the final recommendation report has been submitted for review and will be distributed at a later date.

Adjournment

Mr. Salazar informed the Board that the next regular meeting is scheduled to be held on Tuesday, August 11, 2026, virtually, via video conference call. On an unanimously approved motion, the meeting adjourned at 2:22 p.m.
