Old Business – Open Meetings Act

Follow-up on Open Meetings Act training and designee.

A volunteer for the training information was agreed.

Meeting Schedule

Discussed the options in changing the meeting frequency, 2nd Monday bi-monthly coincided with MATC on Tuesday.

There is the provision to have virtual meetings.
Action

Meetings will be changed to bi-monthly on the 1st and 3rd week.

Program & Apprenticeship Updates
Apprenticeship Office Update

Erin updated the Board of MATP change of name to the Office of Apprenticeship within the Department of Labor.

A new leadership role was established, and Logan now has the title of Deputy Director OOA.
Logan updated the Board with Apprenticeship Data & Trends

Presentation of slides, which will be made available to the board.

The board was encouraged to request topics of interest where they would like more information for future meetings.

Senator Rosapepe requested that future documentation be given ahead of the meeting, for the board to prepare questions.

Discussion took place on how to measure a Sponsors capacity to gauge the overall capacity for apprenticeship growth.

Discussion on the marketing tools OOA used to grow apprenticeship Action

Senator Rosapepe requested a list of industry attendees.

OOA are working on adding a newsletter to their marketing strategy.

Events are listed on the state website.

It was noted that MD apprenticeship is growing with Sponsors and sustaining quality programs.

Should Ambassadors be doing more?

The board was interested in having MSDE give feedback on AMP progress.

The board discussed their interest to know why some Sponsors, employers, and apprentices change their minds to not pursue apprenticeship.

Discussion on the policy development and the RAISE Act to use the appropriated 5 million to establish Registered Apprenticeship Qualified Intermediaries.

Dylan highlighted a meeting to discuss the draft regulations, to be held next week. The policy is expected to roll out July 30th, 2026.

RAISE Act Annual report

This is required at the end of the year, every year.

A copy was circulated to the Board for feedback.

Discussion took place on the Boards responsibility to draft and present to the Secretary.

Logan confirmed the requirements for 2 separate reports; however, this report was the first and amalgamated the 2 reports into 1 report, due to the Board meeting for their 2nd session.
Action

Feedback is required from the board, and a meeting is scheduled on Friday 16th January 2026 at 11:30am to collect all feedback.
